On page 4 of the application reference is made
to Exhibit C that states the gravel thickness
varies bei:ween 2 and 14 feet with an average
of 7 feet. In this instance the 2 feet of
gravel can be considered minimum and 14 feet a
maximum. The mining operation has been
designed i.o recover the maximum economic
amounts of gravel. The areas selected for
mining generally have greater than 5 feet of
gravel and may be as deep as 14 feet. the
mining of the gravel material will then, in
general, lower the lands surface an average 10
feet.
~',. The ~:,pr._~ra~t:or~~ s'hinul~i provide seine data t~_i ~usiify missing of
r`-1 ,, B., I; topsoil horizons. Such dett,_t ~h nuld include
c:ompz.ri.=_ons in ,ivai.lable IU, 1='„ F' pl-I, _.nt..i ^rdanie matter-.
Rule 1.1(78) "Topsoil
the surface of the eai
modified and acted upon
and biological agents
rooted plants necessary
goals."
means the material at
~th which has been sa
by physical, chemical,
that it will support
to achieve reclamation
From this definition, it would appear that the
plant-growth medium tieing proposed for salvage
and reclamation purposes i>a favorably within
rule 1.1(28). There has oat been a proposal
to mix the C horizon. The C horizon never has
been considered "topsoil" within soil science.
On page `_"r of the Permit application it is
stated: "approximately 7 inches of topsail
soil and 13 inches of subsoil will 6e
combined..." This statement is directly
applicable to Exhibit I in which the two soils
to be removed are from the SOV mapping unit.
Please note that the A horizon (true topsoil)
is described as being 7 inches thick in both
the Veldkatmp and Nederland soils, which are
the two major constituents of the 50V mapping
unit. Further, please note that the H
horizons are 13 inches thick and 18 inches in
the Veldkamp and Nederland, respectfully.
Basically, the C horizon is the material to be
mined. The pH values for the two soils are
between 6.5 and 7.5 for both the A and B
horizons. Organic matter content generally
does not erxceed 3.5 to 4 percent in either A
horizon of the two soils and generally is not
greater than 1.75 to 2.5 percent in the sub-
soils (B horizons).
2
& Environmental Servi
