The water resource aspects of
the project have not been adequately presented nor have the impacts upon
the hydrologic balance of affected area been assessed.
The water rights owned for irrigation of reclaimed lands have been presented,
but the water requirements for reclamation purposes have not been provided,
The water requirements for dust suppression have not been stated nor have
the water rights which are utilized for this purpose been indicated.
The lakes resulting from the removal of limestone will affect the hydrologic
balance in that the water lost to evaporation (approximately 300 ~e-feet)
will be an additional loss from an over-appropriated watershed. The appli-
cant has not considered this aspect in his application nor has he shown that
vested water rights would not be injured by this part of the reclamation plan.
Due to the incomplete submittal, we do not recommend approval of the appli-
cation. If additional information is provided to your staff, we would be most
happy to review it upon your
JAD/HDS: mvf
cc; W. G. Wilkinson
Robert C . Brand
a.
.
