The water resource aspects of <br />the project have not been adequately presented nor have the impacts upon <br />the hydrologic balance of affected area been assessed. <br />The water rights owned for irrigation of reclaimed lands have been presented, <br />but the water requirements for reclamation purposes have not been provided, <br />The water requirements for dust suppression have not been stated nor have <br />the water rights which are utilized for this purpose been indicated. <br />The lakes resulting from the removal of limestone will affect the hydrologic <br />balance in that the water lost to evaporation (approximately 300 ~e-feet) <br />will be an additional loss from an over-appropriated watershed. The appli- <br />cant has not considered this aspect in his application nor has he shown that <br />vested water rights would not be injured by this part of the reclamation plan. <br />Due to the incomplete submittal, we do not recommend approval of the appli- <br />cation.
