She found that <br />Bear Coal Company's submittal was in compliance with the monitoring plan man- <br />dated by Stipulation 1 of the findings document and with the plan described in <br />the permit application on pages 2.04-30b and 2.04-30c. In addition quality <br />control comparisons between field and laboratory samplino of salinity were <br />acceptable and laboratory quality assurance measurements looked good.
