Carl B. Mount, Senior Environmental Protection Specialist
13 July, 1999
Page 2
of six feet, the total cost for this aspect of reclamation should be $3,192.00. Shrubs of the
recommended size average $25.00 each, so the cost here should be $1,050.00.
Second, the plan does not include any methods for establishment of the shrubs and trees,
as suggested in Section 6.3.4(1)(c)(vi), Exhibit D, page 3. Neither fertilizer nor caging of trees or
shrubs is included in the total reclamation cost. Given the County recommendation of thirty (30)
seedlings per acre and [en (10) trees per acre, a total of forty-two (42) seedlings and fourteen (14)
trees must be protected from wildlife by some means. The estimated cost of caging the trees is
$700.00 ($50.00 each) and shrubs is $630.00 ($]5.00 each), which includes both cage materials
and labor for each. This amount should also be added to the cost of reclamation.
Finally, given the anticipated 50-year life of this operation, Pitkin County recommends
that increased bond amounts over the years be required to compensate for inflation and the
resulting increases in costs of services and materials necessary for reclamation.
We are also enclosing for your information and consideration a copy of Pitkin County's
Permit for this operation. This Permit was not issued to your applicant, and the County leas no
information on the relationship between your applicant and the County permittee.
Sincerely,
~~z~
eslie J.
