1 ~ Prevent significant deterioration or degradation of existing air and water quality; <br />1~ Avoid direct conflict with adopted master plans; and <br />17) Promote the general health, safety and welfare of the citizens of Gilpin County. <br />4.2. Activities Included. A major infrastructure project includes: <br />1) Major new domestic water and/or sewage treatment systems; <br />2) Major extensions of domestic water and/or sewage treaunent systems; <br />~~ 3) Municipal and industrial water projects, and <br />4) Major facilities of a public utility. <br />4.3. Definitions. In addition to definitions appeazing elsewhere in the county's land use and <br />development regulations, certain terrrts used in this Section are defined below. <br />1) "Adverse" means unfavorable or harmful. <br />2) "Applicant" means any individual, partnership, corporation, association, company, or other <br />public or corporate body including the federal government or any federal entity and including any <br />political subdivision, agency, instmmentality or creation of the state. <br />3) "Aquifer rechazge area" means any azea where surface waters may infiltrate a water bearing <br />stratum of permeable rock, sand or gravel including wells used for the disposal of wastewater or <br />other tonic pollutants. - <br />4) "Collector system" means a network of pipes and conduits through which sewage flows to a <br />sewagetteaunentplant <br />~ "Development" means any construction, activity and/or on-going operation which changes the <br />basic character or the use of the environment in which the construction, activity or operation <br />occurs. <br />6) "Development azea" means the geographic subarea of the County which will be developed or <br />d'vectiy altered by the construction of the proposed project <br />7) "Distribution system" means a network of pipes and conduits through which water is piped to <br />the public for human consumption. <br />Septemlxr 21, 1992 <br />Page 20 <br />
