Mining Operations. Reference Exhibit "C" (e.g., sheet 1/4, <br />MINING, EXCAVATION AND LAND LEVELING OPERATIONS, Section 4, ¶ <br />6), revise to specify portable screen processing operations. <br />6. Onsite Storage. Reference Exhibit "C" (e.g., sheet 1/4, <br />MINING, EXCAVATION AND LAND LEVELING OPERATIONS, Section 4, ¶ <br />7), stipulate that no storage of any fuels or other hazardous <br />materials onsite is planned per Mr. Phillips (Rule <br />3.1.7 (6) (b) (ii) (B)) . <br />7. Improved Mitigation. Require that complete climate <br />information be provided, specifically as it relates to <br />seasonal wind direction and velocity (Rule 6.4.11). Many of <br />the following suggestions arose out of a June 26, 2000 meeting <br />among interested parties and various representatives of <br />interested county and state agencies: <br />• Ground-frost end of November through mid-March. <br />• High wind erosion end of November through mid-April, <br />prevailing wind direction is from the northwest. Less erosive <br />summer and fall winds, prevailing wind direction is from the <br />south. (Reference Robert Zebroski/State Soil Conservation <br />Board and Daniel Parker/Consultant.) <br />• Require anemometer to monitor wind force & speed, no earth- <br />moving operations when wind exceeds 30 mph. (Reference Lynn <br />Robbio Wagner/Tri-County Health.) <br />• Establish a living snow/wind fence. Awell-established fence <br />will mitigate the impact of visual blight, noise and highly <br />erosive winter winds; aid in containment of fugitive <br />particulate; stabilize the buffer zone to mitigate water <br />erosion of mined/reclaimed areas; and provide a natural screen <br />to mitigate mine impact on area wildlife.
