Memo to PCPC • • <br />Re: SUP No. 671 (Amended) 1-Year Review <br />January 12, 1998 <br />Page 6 <br />MLRB PERMIT <br />A Mined Land Reclamation Board I:MLRB) 111 Permit for Highway Projects (No. M-96- <br />006) was approved for the original 40-acre site. The applicants have submitted copies <br />of the application to amend the existing 111 permit and have it absorbed into a 112 <br />Regular Operations Permit. The mining activity would be phased over several years. <br />AIR QUALITY <br />American Materials, Inc. received initial approval for an Emissions Permit (No. <br />87P8313F) from the Colorado Department of Health for the Special Use Permit No. 643 <br />site which was to also cover this site. Due to a change in applicants, the new operator <br />will need to contact Emmet Hance with the local City-County Health Department and <br />take the necessary steps to obtain a permit specific to the proposed mining operation. <br />COLORADO STORMWATER DISCHARGE PERMIT <br />The Baculite Mesa Pit was i;>sued a final permit under the Colorado Discharge Permit <br />System-Stormwater (Certification No. COG-501106) on March 11, 1997. <br />ACCESS <br />The mining operation will be accessed via Baculite Mesa Road of which a portion is a <br />County maintained gravel road. <br />Staff conducted an on-site review of the property on 12l31l97,.and observed the <br />following: <br />• The site has been active recently, but no mining activity was being <br />conducted at this time and no mining equipment was present at the pit <br />area (Exhibit 3). <br />The access road to the pit area is seriously eroded and dilapidated in <br />several places. The applicant is responsible for providing access to the <br />landowners anti leaseholders, which is at least as good as the historical <br />access road. Staff does not consider the current access road to be in a <br />condition remotely similar or as good as the original private access road. <br />The applicant's representative indicates the applicant shall take steps to <br />
