It is in response to pernit applications by Southwestern <br />Portland Cement Company to mine and reclaim Dowe Flats and to site a <br />reservoir. The contents were approved by the Executive Committee on August <br />11. <br />The Sierra Club believes that the most significant questions concerning <br />mining Dowe Flats and construction of a reservoir have not been adequately <br />addressed in the applications. We ask that these questions be resolved <br />before permits are considered. Our questions fall into four groups: <br />1. Ultimate disposition of the property; <br />2. Justification and need for Wining at this time; <br />3. Means for verifying the applicant will perform mitigation measures as <br />promised; and <br />4. Effects on growth presented by siting a reservoir at Dowe Flats. <br />Question 1: DisDOSition of the aroaerty. <br />Dowe flats represents a significant natural resource for Boulder County. It <br />is one of the few remaining large open areas on the plains of Boulder County. <br />It is adjacent to Rabbit Mountain Open Space and is highly visible frog many <br />parts of the County. The site is home to a large raptor population. Deer and <br />occasional elk and mountain lions are found in the area, xhile bears have <br />been found at Steamboat Mountain, not far from the site. It is also near a <br />partially reclaimed toxic waste site, which may be leaking hydrocarbons. <br />We feel very strongly that Dowe Flats should ultimately be available for <br />public use and that the natural and public values of the land should not be <br />destroyed. ilhen Mike Figgs and John Lohr presented the Southwestern Portland <br />application to the Sierra Club they indicated that disposition of the <br />property depends on agreements between Southwestern Portland aad Marigold 41. <br />recycled paper <br />
