Phone Call Log for BypasslUpset Reporting,_~~;_ '~i; __~
Water Quality Control Division
Permits and Enforcement Section
Entity: Mountain Coal Company-West Elk Mine p;;•,,.,;••.. •• •- _ -Geology
Permit No.: CO-0038776 Persons Reporting: Kathy Welt
County: Gunnison Phone No.: (970)929-2256
Start Date of Potential Upset: Mon., 20 Jan. 97 Bypass/Upset Duration: Not yet known.
Date & Time of Update: 28 Jan. 97, 10:00 a.m., Has this happened before: Yes
via phone mail
Probable Cause: See phone report for 9:00 a. m., 21 Jan. 97.
Written Report to Follow: Yes
Comments: Welt reported that pre-discharge samples of mine water from the piping in the
sealed area showed TSS concentrations of 5 and 6 mg/l. Sulfur is off-gassing and the water
appears of good quality. MCC is able to capture all inflow to the mine. They are prepared to
bypass as soon as approval is received from the WOCD.
MCC has shut down Pond MB-2R (Outfall 004) discharge flow. Yesterday morning, they
completed discharge of Pond MB-1 through Outfall 002.
With the reduced flows to the ponds and directly discharging through the bypass, MCC
believes they will have the surface water quality issues under control.
Recorded by: Kathleen Sullivan
Date: January 28, 1997
cc- Dwain Watson, District Engineer, Field Support Section
David Berry/Mike Boulay, DMG
Original to MS-3 File
