Dear Mr. Baldwin:
On 6/12/97, DMG received response from Jerry Sandell, to DMG 5/12/97 adequacy
letter. Please find enclosed, copy of Mr. Sandell's response, dated 6/11 /97..
Mr. Sandell has requested that DMG approve the proposed hydrologic monitoring plan
with the flexibility to modify the plan following review of the data collected during the
five quarters baseline period. Given the unique circumstances of the Howardsville Mill,
and the Board Orders addressing the Environmental Protection Plan, DMG can review
requests for refinement of the hydrologic monitoring plan during the first ninety (90) days,
immediately following completion of the five quarter baseline period. However,
modifications to the hydrologic monitoring plan, submitted after the close of the ninety
(90) day period, following the five quarter period, must be submitted under the standard
Technical Revision or Amendment process.
DMG met with Jerry Sandell at the Howardsville Mill on 6/3/97. During the 613/97
meeting, Mr. Sandell requested that the mid-site surface water monitoring station,
depicted as S4 on the enclosed map, be deleted. Surface water monitoring location S4
was recommended by DMG, but not required. Pursuant to Mr. Sandell's request, surface
water monitoring location S4, as depicted on the enclosed map, has been deleted from
the hydrologic monitoring plan.
Please find enclosed, the approved hydrologic monitoring plan, to be followed for the five
quarters of baseline. data collection, and to be refined within the first ninety (90) days
following the close of the five quarter period. If the operator does not submit written
request to modify the approved hydrologic monitoring plan, within the ninety (90) day
period, the conditions of the monitoring plan will remain unchanged until modified through
the Technical Revision or Amendment process.
