DM RIW, P.E. <br />Civil Engineer, Mine Waste and Construction Division <br />SUBJECT: Meeting and Site Investigation, Sedimentation Control Dam <br />006, Seneca II, Hayden, Routt County, Colorado, Peabody Coal <br />Company <br />The author visited the site on Tuesday March 5, 1991, in the company of MSHA coal <br />mine inspector, Ervin St Louis. The following personnel represented the Company. <br />C. Scott Williams <br />Chuck McCulloh <br />Carolyn Moon <br />Mine Superintendent <br />Resident Engineer <br />Safety Director <br />The visit was requested by Lee Smith, Glenwood Spring Field Office Supervisor, for the <br />purpose of discussing the author's March 1, 1991, memorandum (Report No. D7175- <br />W3059) and examining the dam in question. The discussion was considered fruitful, but <br />the examination can only be described as cursory due to visibility problems; it was <br />snowing sideways. <br />MEETING: <br />The author informed those in attendance [hat the dam did fall under MSHA's <br />jurisdiction with regard to impounding capability. Not only does the storage volume <br />exceed 20 acre-feet when measured from the original ground upstream toe elevation <br />(dam heel) to the crest of the open channel spillway, but the "incised" heel elevation can <br />be used as the measuring point. This position was taken since the shape and bulk of <br />the total embankment represents the conventional form oCan earth retaining <br />embankment.
