• When rock or rocky material is used for embankment, placement <br />will be in layers not exceeding the maximum size of the rock <br />present, and in no case will lifts exceed 30 inches in depth. <br />Rock will be placed so that voids, pockets, and bridging will be <br />reduced to a minimum. Rock layers will be compacted by routing <br />the spreading equipment and loaded hauling equipment over the <br />entire width of the fill until compaction is obtained. <br />Since the terraces and the portal areas cannot be irrigated from <br />the Vulcan Ditch system, they will be dryland farmed. The <br />Operator initially planned to irrigate the dryland area late in <br />1995 to assist in the establishment of vegetation. However, <br />because of the unusually wet spring and early summer and the <br />good vegetation growth on the reclaimed area, no irrigation is <br />planned. <br />Each terrace was regraded to insure an even level of each <br />respective terrace prior to placing topsoil. Material from the <br />tunnel excavation was graded and then covered with topsoil. <br />• <br />Prior to seeding, the areas were ripped, and leveled. All <br />seeding was conducted on the contour, where possible. All <br />areas, which were occupied by topsoil storage piles, were also <br />vegetated following the distribution of the topsoil over the <br />disturbed areas. A minimum of 16 inches of topsoil material was <br />left in place in the topsoil piles footprint for vegetation. <br />4.4.2.4 Sediment Control and Surface Water Hydrology <br />Sediment control of the recontoured areas and topsoil stockpiles <br />was maintained satisfactorily during the reclamation operation <br />and will be maintained during the 10 year bond liability period. <br />Culverts C-2, C-3, C-5 and C-6 were not removed during the 1994 <br />reclamation project (see Figure 4.2-3). Culvert C-3 will be <br />removed during 1995. Culvert C-5 will be removed when sediment <br />Pond A is reclaimed. Culverts C-2 and C-6 will not be removed. <br />Pre-reclamation sediment control structures within the disturbed <br />area, which were left in place (see Figure 4.7-1) are Berm #1 <br />and Ditch #2. Modified were Ditch #1, which was reconstructed <br />and extended on contour and Ditch #3 and #4. Ditch #5, <br />originally served for irrigation purposes only, now serves a <br />dual purpose. Ditch #6 and #7 are newly constructed ditches. <br />Ditch #8 and #9 are offsite ditches, which serve for offsite <br />irrigation only, are shown on Figure 4.7-1 for orientation and <br />clarification only. <br />Minimum dimensions of the sediment control ditches are as <br />specified in (Exhibit 4.7-2). <br />NCIG - Coal Ridge xo. i 4-57 07-18-96 <br />
