`''' ~n ~=d rc_r; ~+c the "edim~ct Pond:~P-I, e_.~Ilection
snd Diversion ditches Upon approval of
Phase 2 Bond Release
. Apply for Final Bond release September 2006
4. Reclamation Plan
The reclamation plan for the Harvey Gap Mining Project is designed to blend the disturbed area into the
existing topography but at the same time maintain the integrity of the mine and provide access to the
scoria pit located east of and adjacent to the mine portals(see Map HGP-7: Pre-Law Disturbance).
All of the structures, buildings, trailers, and equipment have been removed from the site. The portals
structures have been left in place and covered with a minimum of two feet of cover. A four inch steel
pipe was installed in the # 1 slope entry through the seal in order to monitor the water level in the mine
and discharge water if necessary. A minimum of 25 feet of compacted soil was placed in the each
portal as a seal.
The area has been graded to the postmining topography approved in the previous permit. The regraded
area has been seeded and the vegetation is well established at this time.
The access road will be left in place as shown on the drawing titled: Final Topo with Cross Section
Locations, to provide access to the scoring pit located adjacent to the mining area. The sections of road
not necessary for access to the scoria pit will be removed and graded to blend the area int the existing
topography.
~ • The disturbed area has been regraded to a maximum slope of 2:1.
The collection ditches and diversion ditch will be graded and filled in after the vegetation survey
indicates that the reclaimed area has a minimum of 35% cover and the DM&G approve the work. The
reclaimed diversion and collection ditches will be seeded with the approved seed mixture listed in Table
17. The seed will be applied either by hydro-seeding with mulch applied with the seed or by hand
seeding with a straw mulch applied by mechanical means or by hand. If hand seeding is used, the seed
mix rate of 25.5 PLS Ibs/acre in Table 17 will be doubled. The straw mulch will be applied at a rate of
2 tons per acre. If a straw mulch is applied it will be crimped into the soil by light discing or other
mechanical means providing the equivalent crimping capability. The seed, pure wood fiber mulch and
taciFer will be sprayed over the prepared area first. A second overspray of fertilizer ,pure wood fiber
mulch and tacifier will then be applied.
Eastside Coal Company, Inc. is proposing a 35% cover for the success standard at the Eastside Mine.
As discussed in the vegetation section, cover would be the criteria by which revegetation success would
be established. The baseline information was obtained from areas of previous disturbance, with the
results being a high percentage of shrubs and annual weeds. The herbaceous cover on the disturbed area
including the perennial and biennial forbs and succulents is 10%. One transect ran on a area which had
not been previously disturbed indicated approximately 3% cover for the grass plants. Inclusion of the
annual weeds raised this percentage to 15% cover for the grass-like plants. Again, most of the cover
(47% by species composition) is provided by sagebrush.
The methods used to determine the amount ofcover will be the same methods utilized for the baseline
information for the office and disposal sites. The method to be used for the vegetation cover will be the
Renewal #3 02/08/2000 91
