PURPOSE AND DISCUSSION OFAMENDMENT
In a letters dated March 12, 2002 and June /9, 2002, thepermittee requested that the limitation for sulfate, iron, and manganese be
removed based upon a Rulemaking Hearing on March 11, 2002,where the Water Quality Control Commission revised the
ClassiRcah'ons and Numeric Standards for Upper Colorado River Basin and theNorth Platte River RegulationNo. 33, as it applies to
Segment 13c of the Yampa River Sub-basin to change the numeric standard for iron, manganese, and sulfates to WS. This
segmentation tneans that if Segment 13c is not in actual use as a water supply, no standards for sulfate, iron, and manganese would
apply. This is supported by supplemental information provided by the permittee showing State Engirseering Office records that no
drinking water. wells are within a'/: mile afSegment 13c.
Additionally, the permittee requested that WET monitoring be changed to year round chronic testing, and the sample protocol be
changed from composite to grab.
The following Tables V-1 and V-2 correspond to the aforementioned changes to of the previous rationale.
ISSUED: November 27, 2002 EFFECTIVE: January 1, 2003 EXPIRES: February 28, 2006
