M-97-032 <br />• INSPECTION DATE 1/13/99 INSPECTOR'S INITIALS P.CO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 110 metal <br />operations, and as a pre-operation inspection for the new permit applicant for this site. <br />The new applicant was contacted about the inspection, and the representative named on page <br />one was present onsite during the inspection. <br />This site is presently included in a permitted area (part of the Thunderbolt Group, DMG <br />permit M-77-287, issued to Umetco). The present operator has not disturbed the site in <br />several years, and has no further wishes to mine here. The new applicant (Internation <br />Uranium) wishes to take over the operations here, but not at all of the Thunderbolt Group <br />sites, an3 therefore has applied for a ne-a permit for the Van 4 only. There is some pre- <br />existing disturbance, which has not been inspected by the Division in several years. <br />Reclamation costs for outstanding disturbance have not been recalculated in many years. <br />Details about the site were observed and discussed, in order to answer questions about the <br />application exhibits and to more accurately calculate the required bond amount. <br />At this time, there are no uncorrected problems, other than the long period of inactivity <br />without reclamation occurring, and a possibly insufficient bond. When the new applicant is <br />issued the new permit, it will be after an adequate bond is submitted and other questions <br />have been answered. This will address the two minor issues identified in this paragraph. <br />• The site and its operation consist of the following: a 7.4-acre area which is the location <br />of the main shaft (through which ore and waste rock are hoisted from the ore body and brought <br />to the surface), a steel headframe with ore bins and hoist building, a large waste rock dump, <br />a topsoil stockpile, a compressor building, an electric power drop, and other minor <br />structures. The Van 4 site is adjacent to a county road. Additional details are given about <br />the various features below. <br />There is an existing vent shaft site a few hundred yards away from the main shaft, which is <br />located on a one-half-acre area to be included in the new permit. It is accessible via an <br />existing unimproved dirt road. The road will not be included in the permitted area. There <br />is to be another vent shaft site, also one-half acre in size, farther to the east. Its exact <br />location is not known yet, but it will presumably be accessible via existing road also. <br />Details concerning the future vent shaft will be provided by the operator at a future date. <br />The 7.4-acre area is exactly the same area already permitted to Umetco. Disturbance covers <br />the majority of the area. The 7.4 acres may be described as being delineated on the north <br />by the county road, on the northwest by the existing drainage beyond the outer toe of the <br />topsoil stockpile, on the southwest, south and east by the existing earthen runoff control <br />structure, and on the northeast by the limits of the existing structures, fill material and <br />old access road. The operator does not plan to enlarge the "footprint" of disturbance beyond <br />the area which is presently disturbed. The area is, however, irregularly-shaped, and the <br />operator is encouraged to mark at least the four main outer corners (two on the county road, <br />and two on the SE and SW boundaries) to help ensure no accidental off site disturbance occurs. <br />The topsoil pile has been present for many years. Its configuration is low and gently <br />• sloped. All surfaces are vegetated with range grasses, and no topsoil excavation or erosion <br />is evident. It appears roughly sufficient in volume to adequately cover the present waste <br />rock dump and possibly the building footprints. Most other areas within the permit still <br />appear to have topsoil present. <br />
