DANIELSON
State Engineer
~~V>r7~~~~~
~tlAR 3 0199U
MINED LANG
RtCLAMATIO!~ i71~115t~tU
John Romero has asked me to respond to your March 14, 1990, letter in
which you ask him to approve relocation of the RS-5 and RS-3 gaging stations
on Rito Seco. I have been in contact with Steve Renner of the Mined Land
Reclamation Board and have determined that the location of the gaging sta-
tions and the water quality sampling was a requirement of the Mined Land
Reclamation Board not the State Engineer's Office. By copy of this letter I
am forwarding the Romero letter to Steve Renner for his response.
I am aware of your proposed use of gaging stations above and below the
project to evaluate your augmentation requirements in the Water Court Case
No. 89CW32. This office has concern whether operation of the gages will be
adequate to determine if there is injury; however, any gages to be used for
that purpose will have to be capable of accurately measuring the flows over
the entire range of flow.
I have discussed the current staff gages at the RS-3 and RS-5 stations
with Steve Vandiver, my Division Engineer in Alamosa, and his opinion is that
they do not now adequately measure flows. Mr. Vandiver would be willing to
assist in the selection of sites which might provide for more accurate mea-
surement. He could suggest published literature which would describe how to
install the gages to meet the intended purpose.
