§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND ACTIVITIES -
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS.
• 2.05.6 Mitigation of Surface Coal Mining operation impacts. (Cont'd.)
(1) (b) (iii) (Cont'd.)
Surface Water Monitoring - Bowie No. 1 Mine and West Mine Sites
Surface water monitoring at the operator's Bowie No. 1 Mine and West
Mines includes quality and quantity measurement for discharges from
disturbed lands. Specific parameters are measured in accordance with
the operator's NPDES Discharge Permit at four NPDES discharge points
upon release of flows from the disturbed areas to a natural water
course.
The surface runoff from disturbed areas at the portals and support
facilities throughout the property is totally contained within the
existing sedimentation systems. Surface water is discharged and
monitored at sedimentation pond #4 (Outfall 002), the timber storage
area sedimentation pond (outfall 003), and the West Mine
sedimentation pond (Outfall 006). Refer to the NPDES Appendix in
Volume 8A for specific information on the NPDES permit.
The storage capacity of the sedimentation ponds at discharge points
003 and 006 results in infrequent discharges. Appropriate sampling
analyses are conducted in the event discharge occurs.
Required NPDES parameters include flow, total iron, total dissolved
solids, total suspended solids, and poi. Conditional analysis for oil
and grease are also required if a visible sheen is evident on the
discharge. Discharge Monitoring Reports (DMA's) are filed quarterly
with the Division in accordance with Rule 9.05.13 (2) (a) (iii), and
are available for inspection by the Regulatory Authority at the
operator mine site office. Any samples which indicate a permit
violation will be reported immediately to the Regulatory Authority.
Surface water discharge monitoring wi1L continue for such time as is
deemed necessary after cessation of use of underground mine workings
and after surface disturbed areas have been regraded and stabilized.
All equipment for monitoring will be removed when it is no longer
required for monitoring.
Groundwater Monitoring - Bowie No. 1 Mine and the West Mine Sites
The Bowie No. 1 Mine and West Mines are located several hundred feet
above the water table of the area. The mines are designed to prevent
toxic materials or leachates from contacting water sources.
•
/~2-) D 8
/1 PP(tO VE~
6/29/o y
Revised 12!10/93
Revised 9/21/01
114
