Therefore, the salvage of topsoil and other growth medium is <br />necessary to accomplish this. The bond will have to cover about one acre of topsoiling and <br />seeding for the partial mining scenario, and about 1.6 acres under the full mining scenario. <br />Reclamation should address the installation of proper runoff channels and debris flow <br />containment. Please describe any riprapping or berming, etc., you propose to place on the floor <br />of the mined area. Also, if the access road from the north will be prepared bystripping topsoil and <br />placing fill there, it may impede the adequate drainage of the runoff from the northeast. If the <br />road requires a culvert which must be removed, please include that in your plan. <br />You mentioned that a geologic hazard investigation must be performed for the City permit. <br />Please ensure that the Division receives a copy, since the mining or reclamation plan maybe <br />affected. <br />I have included my preliminary reclamation cost estimates in the final portion of this letter. <br />Exhibit E -Maps <br />The revised maps include much more information. You did not include the arrows for the <br />direction of mining nor a depiction of a partially mined site, but your narrative descriptions of <br />these are adequate. <br />You showed the location of the post-mining drainage from the chute, but no specific location or <br />labeling of a control structure for runoff or debris flows. If appropriate, please include those. <br />Exhibit L -Structures <br />At this time the application reflects that the mining site will be accessed through the City's Rotary <br />Park. There are powerpoles, water spigot and restrooms present, all within six to twelve feet <br />from the depicted roadway. There will be no mining near these structures, but hau]age will occur <br />in close proximity to each of these, and the City may not have reviewed this revised access- <br />haulage route plan. Please provide a damage agreement between the City and the permittee, as <br />required by Rule 6.3.12. <br />The highway is very near the toe of the alluvium to be removed, and being the toe of a <br />runoffJdebris chute also makes for strong potentia{ for highway damage. As required in Rule <br />6.3.12, please either show how the highway will not be damaged, or provide a damage agreement. <br />Geotechnical Stability Exhibit <br />Your longitudinal sections and descriptions are clear and adequate for purposes of this <br />application. Thank you for supplying them. <br />
