<br /> <br />Mr. Humphries reminded the attendees that the permit process has been <br />set up to approve permits, not to deny them. He also went on to explain <br />that the Operator's final release from site responsibility is dependent <br />on fulfilling the conditions of the reclamation plan. At the time the <br />Division believes a site is ready to be released, the landowner, County <br />Commissioners, and Soil Conservation District are notified. If <br />objections are filed against the decision to release an Operator from <br />responsibility for a site, the matter can be taken to a Board Hearing <br />for their decision. <br />Timelines for the permit process (see attached) were distributed, and <br />the attendees were reminded that additional written comments are due to <br />DMG by the close of business on October 7, 1996. <br />Page 6 of 6 <br />
