_ _ -- -._..._._ .~ ~~~., ~.vRra~vrFwui.vr~KJ- b7Ut2~7t510~:T 4/ ~ <br />,'. <br />Memorandum to File <br />Re: Line Camp Gravel Pit Site Visit on 03-27-01 <br />On 03-27-01, I met with Val Truelson at the Ponderosa Restaurant . We <br />traveled out to the pasture land that is intended to be devebped into the Line <br />Camp Gravel Pit. The area is pasture land. To the north of the pasture is an <br />irrigation delivery ditch running along the highway 145 easement edge. On the <br />southerly portion of the pasture is a riparian wooded area that separates the <br />pasture from the Dolores River. On the east side of the pasture Is another <br />property wfth a residential structure, To the west of the pasture is an empty <br />wooded area that separates the pasture from the residential house further to the <br />west. The wooded arEa may contain wetlands; it is too early in the season to <br />determine the dominant vegetative growth. The pastured land contains very <br />shallow depressions where water from the irrigation of the tkld collects. These <br />areas may contain wetland vegetation, however the water that collects Is very <br />obviously surface irrigation supplied: <br />Mr. Truelson stated that all of the gravel mining activity will be restricted to the <br />pastured area. There will be a haul road created between the mined area and <br />the existing edge of woods to the south. The mining activity to the east and to <br />the west will terminate within the pasture. The mining activity to the north will <br />terminate before reaching the irrigation drtch. 1 asked Mr. Truelson If a berm will <br />be constructed for visual purposes between the highway and the mining area. <br />He stated that the overburden will ba placed along the west side of the mining <br />area to provide a buffer for the adjacent neighbor. There would not be a berm <br />placed along the highway. Mr. Truelson stated that the work area wi11 be visible <br />from the highway whether a berm is placed there or not <br />All of the water that will be used for washing the gravel will be treated prior to <br />disposal into the Dolores River. t explained to Mr. Truelson that if any <br />appreciable sediment Is discharged into the river, that provides a Jurisdictional <br />handle for Section 404 of the Clean Water Act, and it would be a violation of the <br />Clean Water Act. He stated that sediment would be property controlled, and only <br />clean water would be discharged Into the river. <br />I stated to Mr. Truelson that I did not see any activity they will engage in that <br />would be jurisdictional under Section 404 of the Clean Water Act. <br />Nicholas A.
