Strritse - 2.05.2 <br />Coal from other mines in the area is hauled to the Elk Creek coal handling facilities to be stockpiled <br />and loaded out through a new batch weigh loadout. Coal hauled to the facilities for loadout is <br />delivered from State I-Ighway 133. Coal may also be hauled from OMI mines or coal stockpile areas <br />to other loadouts in the mine vicinity via State Iirghway 133. <br />Lands previously affected or to be affected by historic, existing, or proposed muting and related <br />operations aze shown on the General Facilities Map, (Map 2.05-M1) and the Mute Plan Map (Map <br />2.05-M2). These maps show the existing surface facilities in the Elk Creek, Beaz Creek, Hubbard <br />Geek, and Sanbom Creek drainages, including powerlines and associated roads previously required <br />for operation of the Sornetset Mme. The mine surface facilities shown in the Elk Creek drainage, <br />continue to be utilized for ongoing mining operations. Ventilation facilities in the upper Hubbard <br />Geek drainage were approved as a technical revision to the permit, however, the only facilities built <br />to date are the facilities pad, substation, powerline, drainage and sedimentation control structures, and <br />a fence. These facilities are presently idle and have been panially reclaimed, but may be reactivated <br />and the remaining permitted facilities developed in conjunction with future mining activities. <br />Areas affected by the Sanbom Creek Mme operations are shown on the Mine Facilities Map at the <br />mouth of Sanbom Geek and to the east (Substation No. 3 and the GGulch ventilation installation) <br />in the area north of Old State I-Lghway 133. Areas to be affected by the initial Elk Geek Mme <br />constmction and development activities are shown on the Mme Facilities Map on the west side of Elk <br />Creek above the existing Elk Creek coal stockpile. All areas affected or to be affected by current and <br />future mining in the Sanbom Creek Mme B-Seam and Elk Creek D-Seam including both the private <br />coal and Federal Elk Geek Tract coal lease, are included in the current mine pemtit area. Approval <br />of an initial permit term of 5 years u requested with subsequent renewal of the permit at 5-yeaz <br />intervals for the life of the active mining operations consistent with the tight of successive renewal <br />2.05.3 -Operation Plan -Permit Area <br />The following subsections describe specific mine operation, production, and sequencing <br />considerations for previous historical, ongoing, and anticipated future underground mining and <br />related operations. These plans reflect site environmental and operational conditions and constraints, <br />as described in Section 2.04, Infomration on Environmental Resources, and referenced in this <br />section, and provide a basis for understanding and evaluation of potential mining-related impacts and <br />development of any appropriate plans for conservation of resources and control or mitigation of <br />Honing-related impacts. <br />This section provides detailed descriptioru of mining operations and surface facility constmction, <br />operation, and maintenance places. The information presented in this section is based primarily on <br />available historical documentation of previous milting operations, existing mine permit information, <br />and OMI's plans for ongoing and future mine development and operations. To the extent reasonably <br />feasible, OMI has incorporated ongoing advances in tttirting methods and technology in order to <br />optimvx mining operations and resource recovery and tninurti7x the potential related environmental <br />impacts. As future developments and innovations in mining technology and methods occur that tnay <br />be applicable and beneficial relative to enhancing safety, environmental protection, coal recovery, and <br />mine produttivity, they will be evaluated and may be incorporated, as appropriate, in the mine <br />operations plans through the permit revision process. <br />Compliance with Environmental Protection Performance Standards <br />In order to avoid redundancy and provide a comprehensive description of mine operating plans, the <br />plan descriptions presented in this section and referenced supporting materials address the specific <br />. information requiremenu of both Rule 2.05.3 and applicable provisions of the Rule 4.0 Performance <br />Standards. <br />PR04 2.05-3 Revised August 2000 <br />
