~ • <br />SMUGOLER MINE SITE <br />S a EXHIBIT D <br />In reclaiming to Wildlife Habitat, all disturbed areas associated with the mine site will be <br />physically stabilized. The roads, all contributing mine site improvements and the principal mine <br />waste piles will not be revegetated.s A11 other disturbed areas will be revegetated. Other than the <br />roads, these have been designated Historic Places within the definitions of federal and state statutes. <br />Reclamation to Wildlife Habitat will entail the establishment ofa stabilizing herbaceous (grass and <br />forb) stand throughout the site, for wildlife forage. Shrubs also will be planted in low densities <br />throughout the site. Trees will not be planted because the site is mountain shrubland habitat. <br />As required by the Colorado Mined Land Reclamation Act, the vegetation will achieve a <br />cover equal to or greater than that of the surrounding area. Grasses, and a properly inoculated <br />nitrogen fixing legume, provide the foundation for accelerating the natural process of recovery, i. e., <br />reclamation. Specific species to be planted are discussed in Section D-4.3, Revegetation. <br />D-4.1 Erosion Control and Structure Removal <br />Erosion control of mine dumps is addressed in EPA-approved Work Plan ~ Mine portals will <br />be secured in accordance with applicable mine safety regulations. Structures with no useful future <br />or historic function will be removed from the site. <br />D-4.2 Growth Medium <br />All of the area disturbed at the Smuggler Mine was disturbed years ago at a time when no soil <br />was salvaged. The value of saving soil to aid reclamation was not recognized until recent years. <br />Indeed, reclamation was not even recognized as advantageous until relatively recently - long afrer <br />the disturbance had occurred at the Smuggler Mine. <br />Most areas can be revegetated with or without soil. Most barren, sterile, mine waste rock can <br />be revegetated by amending with fertilizer, sewage or manure, etc., and by providing relatively <br />intensive maintenance. Although not present at the Smuggler Mine, bare acid tailings can be <br />revegetated by liming, fertilizing, protecting from the wind, protecting against erosion, amending, <br />and relatively intensive maintenance. <br />The principal ingredient that makes the most difference in the quality of vegetation produced <br />by a revegetation effort is soil.
