<br />SMUGGLER MINE SITE <br /> <br />Sf~J ExItIalrC <br />The top of Dump No. 2 will be regraded to drain runoff from the top away from the face and <br />back into the natural slope. Portions of the toe of Dump No. 2 may be cribbed to contain the small <br />amount of sediment from the face of the dump. The parking lot (surface of the main mine bench) <br />will be graded to drain into the large depression in the main mine bench. The configuration of <br />existing mine waste dumps is stable as evidenced by the fact that none have slumped since the <br />Smuggler mine ceased major operations in 1920. Continuing to slowly expand the dumps in the <br />same tnanner as they were constructed will provide a stable area consistent with the proposed future <br />land use. <br />C-3.6 Security <br />The Smuggler mine site is currently fenced on the two sides [Host available to the public. The <br />Master Plan and the Work Plan (EPA AOC -Exhibit 3) call for extending the fence to surround the <br />entire Smuggler Mine Site and improving signage along the perimeter. All existing mine openings <br />have substantial and locked gates that meet or exceed MSHA standards for mine security, 30 C.F.R. <br />§ 57.20020 (1994). This practice will be followed for any additional openings created as the mine <br />is rehabilitated. Public access to the property is prohibited and enforced. All roads entering the <br />property have locked gates with warning signs. It is the intention that there be no public right-of--way <br />or public access to any of the permit area except for guided, supervised tours. <br />C-3.7 Disturbed Area <br />The Smuggler mine is and will continue to be a small mine. The disturbed area within the <br />permit boundary is presently 5.0 acres in extent. At a sustained rate of production of 10 tons of ore <br />per day, the disturbed area is not projected to increase by more than 1 acre through the life of the <br />mine. <br />C-4.0 Life of the Mine <br />The regulations require an estimate of the date mining will commence and the number of <br />years mining will continue. Within the framework of the above discussion, our response to that <br />requirement is that mining will begin immediately upon issuance of the permit and last, it is <br />estimated, for~9Qycars,or as long as the site proves viable. <br />C-5.0 Soil Salvage <br />The disturbed area within the mine pemvt area is shown on Application Exhibit E, the <br />Mining/Reclamation Map. The area disturbed has been so for the past 110 years with no significant <br />alteration, except for mine waste removal, since the early 1920s. Historic photographs show the area <br />of disturbance to be significantly greater than at present. All parts of the site except the active <br />mining area have healed over the years. Historically no soil was salvaged and stocl~iled, ard.no soil, <br />exist~in the presently disturbed area. <br />21 - SMUGGLER MINE SITE <br />
