ATTACHMENTI <br />• SENECA COAL COMPANY <br />YOAST MINE <br />NOTICE OF INTENT TO EXPLORE <br />Part II Supporting Documentation <br />ITEM 3 <br />All surface areas to be accessed during the exploration program is within the current Yoast Mine <br />permit area and is either owned or leased by Seneca Coal Company. The applicable information is <br />included in [he Yoast Mine Permit Application Package in Tab 3, Adjudication File. <br />ITEM 4 <br />The locations of the proposed exploration sites are shown on Exhibit 6-4b, 2003 Exploration <br />Program. A description of the lands to be affec[ed by this exploration program is included in the <br />Yoast Mine Permit Application Package in: <br />• Tab 4, Premining Land Use <br />• Tab 7, Hydrologic Description <br />• Tab 9, Soil Baseline Study <br />• Tab 10, Vegetation <br />• ITEM 5 <br />S.a -Narrative Description <br />SCC proposes to conduct coal exploration and verification investigations on property and coal <br />currently controlled by SCC (see discussion in Item 3). The purpose of [he exploration is to verify <br />and determine the presence and continuity of the Wadge coal seam. <br />There are 10 exploration sites proposed. Five of the proposed drill holes will be located adjacent to <br />existing roads or in permitted disturbance areas. The other five locations will require new disturbance <br />to access the sites. These sites are indicated on the attached Exhibit 6-4b, 2003 Exploration <br />Program. The new access routes will be field adjusted to reduce the amount of disturbance possible; <br />brush will be pushed aside and the ground leveled just enough to allow the drill rig to access the pad <br />location. Three of the proposed drill pads (#1, #2, and #3) are located in watersheds without <br />approved sediment ponds, SCC requests that these sites be approved as Small Area <br />Exemptions (Rule 4.05.2(3). The documentation/demonstration required for SAE status is <br />provided in Attachment lA, Hydrologic Documentation for Small Area Exemption. <br />The typical drill pad for the exploration holes will be approximately 100 feet by 100 feet and <br />contain a 25-foot by 25-foot mud pit. The active drill pad will have a topsoil berm along the <br />up-gradient perimeter that will direct mnoff from undisturbed areas around the outside of the <br />pad area. The remaining perimeter, except for access entry, will have an earthen berm and <br />ditch to contain all runoff from a 10-yr/24hr storm event. A two-foot high berm will be <br />constructed around the majority of the pad to control both surface water run-on and tvn-off. <br />• The down gradient berm will be constmcted along contour. <br />To ensure that the run-off from a 10-year, 24-hour event is contained, a contairunent ditch will <br />be constructed parallel to the down gradient berm as shown on attached Figure 1, Typical Drill <br />Pad in Attachment lA. The ditch will be approximately 2 feet deep with 1.SH:1V and 3H:1V <br />side slopes and approximately 100 feet long. The ditch will have adequate storage to contain <br />
