FINANCIAL, COMPLIANCE <br />AND RELATED INFORMATION <br />2.03.1 OBJECTIVE <br />The objective of this section is to ensure that the MLRD receives all <br />relevant information regarding ownership and control of the coal mining <br />operation, property to be affected by the operation, the compliance status <br />and history of the operator, and other important information. <br />2.03.2 RESPONSIBILITIES <br />EFCI has submitted and received approval of a written application to <br />conduct surface coal mining and reclamation operations at the Southfield <br />Mine. This permit revision application presents information on specific <br />modifications to mining and reclamation plans for MLRD review and <br />approval. <br />2.03.3 FORMAT AND SUPPLEMENTAL INFORMATION <br />EFCI has endeavored to delineate information in this application as <br />clearly and concisely as possible while maintaining consistency with the <br />scope of specific applicable regulations. <br />The original application, submitted in 1981, was prepared by Dorchester. <br />Specific documentation required by this section was not included in the <br />original submittal. EFCI has reviewed all previously submitted <br />information and has corrected or supplemented this information as <br />necessary to assure that all required information, assumptions and <br />references are included in the appropriate sections of this application. <br />In addition, supporting information has been reviewed and validated to <br />insure that all conclusions are documented by sound technical data. <br />EFCI has also reviewed sampling, testing, and analysis work completed in <br />conjunction with this permit application and confirmed that it was either <br />2.03-1 <br />
