EXHIBIT "D"
RECLAMATION PLAN
a. When and what depth overburden will be replaced in relation to extraction.
Overburden ranges from 0' in the Cascajo soils to 5' in the Fort Collins loam. Overburden will be
sold as product when possible. Present estimations are that 10" - 14" may remain to be replaced in
reclamation.
b. Maximum gradient of reclaimed slopes (horizontal:vertical)
The maximum gradient on reclaimed backslopes will be 3H:1 V or flatter to accommodate the
rangeland use proposed by the operator.
c. Measures that will be taken to revegetate the site.
(i) Thickness of the topsoil to be replaced.
It is anticipated that 6" to 10" of topsoil will be available for replacement over the mined area, and
will be applied with an 8" average depth.
(ii) Time of seeding, seedbed preparation, tJ~pe, application rate and soil incorporation, method
of fertilizer application.
Fall seeding is proposed and historically has provided the best results. The seedbed will be scazified
by discing or chiseling, if it has been compacted during the operation. Fertilization will be broadcast
before scarification at the rate of 10# of available nitrogen (N) and 20# of phosphate (P205) per acre.
The Fremont County SCS states "Higher rates of fertilization tend to stimulate growth of annuals
(weeds) at the expense of native perennials."
D-1
