Milner is downstream. The 290 people who live there are very concerned about potential
contamination of their water wells. All have private wells. We know that gravel mining tampers
with the water supply by removing water from the ground and surface, causing vast amounts of
evaporation and putting in chemicals used for dust control, treating wastewater and dewatering.
There is also diesel fuel (2,000 gallons per year), and oil use on site that could be spilled. How
can residents of the town of Milner be sure their wells will be safe from contamination?" (Van
Norstrand; April 5, 2001)
DMG Response -The applicant believes that off-road diesel fuel, 10-40W motor oil, lubricating
grease, hydraulic oil, antifreeze, and magesium chloride will be used at the Camilletti Milner Pit
#2. Storage of any fuel, oil, or chemicals used at the mine site will be located outside the
boundaries of the 100-year floodplains for the Yampa River and Trout Creek. Spill prevention
and control from any accidental release of diesel fuel stored on site will be accomplished by
construction of earthen berms lined with a 30 mil polyliner. The berms will be sized to contain
all of the volume of the storage tanks located within these berms. Lubricating grease and
hydraulic oil will be stored within a site maintenance building. Mining equipment will not be
permanently based at the mine site and will be serviced at the applicant's main service area
located in Hayden. The applicant has provided a spill prevention and countermeasures plan for
any chemical/products used or stored on site.
3. "I object to the permit being issued on the grounds that dewatering at the site may cause
material injury if water is depleted in [he wells located in the Town of Milner. Taking 750,000
gallons per day from [he groundwater [able will have a serious impact on [he water table as it
relates to the town's wells. Please allow us to prove that the cone of depression will be large
enough to do damage to these wells." (Van Norstrand; May 8, 2001)
DMG Response - On January 4, 2001 the applicant was issued Well Permit No. 055157F for the
purpose of dewatering and dry mining at the Camilletti Milner Pit #2. The proposed operation
does not occur within a designated groundwater basin, therefore only wells within 600 feet of the
proposed operation may be considered for potential injury. The closest wells to the proposed
operation are the Mitchem well approximately 1,140 feet away and [he Pedrick well located
approximately 1435 feet away. It is highly unlikely that an adverse water supply impact will
occur to the groundwater users in the town of Milner due to the location of the Yampa River
between the proposed operation ([o the south) and the town of Milner (to the north). No cone of
depression analysis has yet been provided by the objectors which verfies the assertion that pit
dewatering will adversely affect the water supply of well owners in the town of Milner.
Exhibit H -Wildlife Information:
4.
