<br />Exhibit D -Reclamation Plan <br /> <br />The volume of stockpiled topsoil was stated to be 88,000 cubic feet (about 3,29 cy). There is not a firm estimate <br />as to the thickness of the topsoil layer to be replaced during reclamation. There are portions of the permit area <br />which probably will not require additional topsoil to be spread on the surface. But, the waste dump area in <br />particular, and possibly some of the building foundation locations will require topsoil foc successful reclamation. <br />Given the available volume (with little expectation of additional amounts to be generated) and an estimated acreage <br />of about four acres (at least) requiring topsoil replacement, an approximate depth of six inches of topsoil might be <br />expected to be respread. (The remainder of the 8.4 acres is presumed to already have usable, viable topsoil at the <br />surface which may only require light seedbed preparation prior to seeding.) This is simply an estimate of mine, but <br />your stated minimum depth or range of depths is required for this exhibit. <br />What method is proposed for reclaiming the building sites afrer supers[ruch~re removal? Will concrete foundations <br />be backfilled onsite, hauled away, or broken and buried in place? Please specify what method maybe utilized for <br />the concrete collars at the shaft locations. Please clarify, since this may be a significant reclamation cost. <br />I will begin my estimate of the reclamation costs, based on what is already in the file. Any additional information <br />from you (as noted throughout this letter) may help to further refine the estimated costs. <br />Exhibit E -Maps <br />Please confirm the identity of the heavy, solid line describing the perimeter of all mining activity around the Van 4 <br />Shaft site. If it is the permit boundary, please update your maps to reflect such or provide a statement clarifying <br />this. A permit boundary line is required to be shown around the vent shaft sites too, which may require new maps. <br />The mining plan map does not show a delineation of the topsoil stockpile area. Since the Division's 1/13/99 <br />inspection, that area along the NNW edge is recognized to be topsoil. Your map should either be updated to <br />include a label for this feature, or a written description added to the exhibit. <br />Other Items <br />1 have reviewed the numerous submittals of the copies of additional filings of material with the county clerk and <br />recorder. To-date the filings appear to cover all pertinent application-related materials. As a note: to help <br />streamline your submittals to me, and save on postage, all I need to see from you regarding these additional filings <br />is a copy of the cover page to the clerk which should list all materials enclosed, but my copy need not include all <br />enclosures. However, I do appreciate receipt of all these timely submittals. <br />At this time, other than the few items listed in this letter, all other items are felt to adequately address the <br />requirements of obtaining a permit. The decision date is still set for 811199.
