They indicate the soil survey for [he sort type
indicates 7 inches of topsoil, however a review of [he site certainly does not show the
existence of topsoil and the amount of trash distributed al the site would make salvaging
clean topsoil impossible. Their restriction on size of disturbance to five acres would also
be impracticable since no significant amount of material could be produced from such
an area.
Since mining has been done in the area in the past and wind erosion from the mined
~trcas has not been an obvious problem to date we believe i[ will not be a serious
problem in the future. The fact of the matter is that the soil in [he area is composed of
rather large particles that are not as susceptible to wind erosion as topsoil and finer soils
might be. We will commit [o erection of snow fences should such erosion occur.
Existing vegetation will not be stripped from a proposed excavation area until just
before excavation operations begin. If the excavation is accomplished in this manner
wind erosion should be a minimum. It is unlikely [hat material from the bottom of the
excavated area will be eroded by the wind since the excavation itself will provide
protection from [he
wind.
r:ont our firs) dealings with this office of [he
has been obvious [hat they feel they should be
Wc. don'I feel that [hey understand [he Divisio
Icgal permitting authority in [he State.
Sincerely,
.lah T.
