The final date <br />for receiving comments is the 20th day after the fourth publication or the next <br />regular business day. <br />All notices must be published in a newspaper of general circulation in the <br />locality of the proposed mining operation and mailed to the landowners as set <br />forth in the Colorado Mined Land Reclamation Rules and Regulations.
