LVET <br />testing is being utilized as a means to ensure that there are no discharges ojpolhunnrs "in amounts, <br />concentrations or combinations which are harmful to t/te beneficial uses or toxic to humans, animals. <br />plants, or aquatic life" ns required by Section 31. l/ (I) of the Basic Standards and rLlethodoloeies for <br />Surface Waters. <br />2) lnstream Waste Concentration (fLVCI: Where monitoring or /imitations for WET are deemed <br />appropriate by the Division, chronic inslream dilution as represented by the chronic fWC is critical in <br />determining whether acute or chronic conditions s/rall apply. For those discharges where the chronic <br />IWC is greeter than (>) 9. ! `70, chronic conditions apply, where the ftiVC is less t/tmt or egttnf to (<) 9.1 <br />• acute conditions apply. Since segment l2 is <br />classified this way, t/tese five outfalls are subject to acute WET testing requirements. <br />3) Acute WET Limitations - Ourfnlls 013 013 0I4 016 and 017: The Division has found that discharges <br />of pi! pumpage. spoils spring water and similar sources fran coal mines at similar sites hove exhibited <br />effluent toxtciry. Also, to.ciciry failures /rave previously occurred for some of the discharges at this <br />facility. On this basis, the Division believes there is reasonable potential for the discharges fran <br />outfalls 0I2, 013, 014. 016, and 0!7 m interfere wilt nttainrnertt of apphcu6le water qunhrv <br />classifications or stmtdnrds.
