COLARADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
Rationale -Page 3, Permit No. CO-0000221
B. Receiving Water Data
1. uali Quality data jot Grassy Creek, Dry Creek and Sage Creek and tributaries are unnecessary. The permitree
monitored Fish Creek. The mean of three samples calleded over the period from January, 1992 through September,
1996 jot total recoverable iron is 6.77 mg/P. This value will be used in section V1.A.2. {See Table VI-6).
2. Quarairv. Acute and Chronic Low Flows: The flows which will be toted to calculate ague and chronic effluem
limitations are the one-day-in-three-year taw flow (1 E3) and the 30day-in-three-year low flow (30E3) respectively.
Those flaws have been determined for Grassy Creek, Dry Creek, Sage Creek and Fish Creek by the Water Qualit}•
Comrol Division, and are as follows (all flows in cubic feet per second):
Table III-I -Acute and Chronic Low Flows for Grassy G}eek,
Dry Creek and Sage Creek and their tributaries
Acute _' Chronic
Annual 0 0
Table /II-2 -Chronic Low Flows for Fish Creck
Annual .Jan Feb :- Mar Apr May ,Jun . Tvoe o(fndustrv: Seneca Coat Company operates three surface coal mines -the Seneca !I Mine, the Seneca /I West
Mine and the Yoast Mine, together as what they refer to as a "Logical Mining Unit". Some areas of the mines hair
beers reclaimed, however, no sedimentation pond systems serve entirely reclaimed areas. Additional information can
be found in the previous rationale dated May 15, 1992, and subsequent amendment numbers I and 2, dated
December 27, 1993, and April 11, 1996, respectively.
2. Sources to the Treatment Plant: The facility generates surface runoff, spoils spring water, pit pumpage (typically
precipitation that has entered the actively mined pit areas) and vehicle (coal haul truck) wash water. These waters
are routed to the various sedimentation ponds for treatmem and discharge. Table 71-I on page 2 specifies which
sources are treated in specific pond systems.
3. Chemicals Used: The permirtee did not specify any chemicals for use in waters that may be discharged. On this
basis, no chemicals are approved under this permit. Prior to use of any applicable chemical, the permittee must
submit a request for approval which includes the most current Material Sajeh• Data Sheet (MSDS) for that chemical.
Until approved, use of any chemical in waters that ma}' be discharged could result in discharge ojpollutants nor
authorized under the permit. Also see Pan !/.A.2. of the permit.
B. Wastewater Treatmen[ Description
The treatment s}~stem is unchanged from that described in the previous permit and subsequenl amendment numbers 1 and
2. Please refer to these documents for further information.
Pursuant to the authority ojAnicle 9, Title 25, Re~tations (or the Cenification of Water Treatment Plant and
Wastewater Treatment Plant Operators, this facility may require a cenified industrial operator. The permitree should
comact the Colorado Plant Opertuors Cenification Board at (303) 692-3SS0 for further information.
C
