M-80-244, Cresson Project, Phase I <br />As you requested I have complied the data provided by CC & VG on Friday the 8th of <br />September since Mr. John Hardaway has expressed some reservations about the CDQH & E labs <br />data provided by CC & VG was utilized for this report. Based on the data attached, the <br />following conditions should be placed to modify commitments 24, 30, and 31. <br />Condition No. 1 <br />a. If the parameters described for Arequa Gulch underdrain in the table titled "30 Day <br />Average parameters and Standards that Trigger an Emergency Response by the Permittee" <br />are exceeded, then the permittee must conclude that a "failure or imminent failure" (loss <br />of containment of cyanide solutions) has or is about to occur for emergency response <br />purposes. The 30 day average for the underdrain is greater than .5 WAD cyanide - 8.5 <br />pH (no volume standard). If the 30 day average for the LDS is greater than 5 WAD <br />cyanide 8.5 pH, and#!9s than 28 gallons/day. <br />b. If cyanide concentrations at any of the ground water monitoring points in Arequa or <br />Wilson Gulches exceed the parameters described in the table titled "30 Day Average <br />Parameters and Standards that Trigger an Emergency Response by the Permittee", then the <br />permittee must conclude that a "failure or imminent failure" (loss of containment of <br />cyanide solution) has or is about to occur for emergency response purposes. Eor the GW <br />monitoring wells, the WAD cyanide is greater than .2 mg/I and greater than 8.5 pH (no <br />volume standard). <br />c. If either (a) or (b) occur, the permittee shall notify the Office according to the provisions <br />of Rule 8.1, and 8.2. In addition to the requirements of Rule 8.2.2, the notice shall <br />include copies of the actual laboratory analyses report data sheets, the date samples were <br />collected, the sample points sampled, the method of sample preservation, and the name <br />of the person that collected the samples. <br />
