• <br />Preliminary Land Use <br />2.04.3 Site Description and Land Use Information <br />(1) A description of the existing, premining environmental resources within <br />the permit area and adjacent areas that may be affected or impacted by <br />the proposed underground mining activities is provided in Tab Sections 5 <br />through 11 of this application. <br />(2) Exhibits 6A through 11A, 51, 52, 57, 58 and SL-16-009, Tab Section 13, <br />and Exhibit 12C, Tab Section 14, show the areas affected by surface <br />operations and facilities. The Roadside South portal area, the overland <br />conveyor, the unit train loadout, the rail spur and the North decline are <br />considered as "industrial land" according to Rule 1.04(71)(f)(i), because <br />of the existence of the Roadside Mine and its related surface operations. <br />The use of the South Portal area for industrial use began around 1900. <br />• Although there may have been limited use of the North Decline, <br />Overland Conveyor and Unit Train Loadout areas prior to 1974, planning <br />and development for these areas primarily occurred between 1974 and <br />1978. Prior to that most of the land was "Fish and Wildlife habitat". <br />Portions of the Unit Train Loadout area were developed for agricultural <br />purposes and included a residence. <br />The Roadside North Portals, the Cameo Refuse Disposal Areas Nos. 1- <br />3, the South Fan and the 2 West Portals are considered "Fish and <br />Wildlife habitat" according to Rule 1.04(71)(h) prior to June 1, 1977. <br />The Final West-Central Colorado Coal Environmental Statement, p. 844 <br />refers to the DeBeque Canyon as being extensively industrialized in the <br />4-1 (Rev. 12/16/96) <br />• <br />
