Lochhead <br />6c<uoae Director <br />bfi<hael B. Long <br />Division Director <br />Neither of the proposed talus extraction applications include new road construction. Both <br />operations will utilize pre-existing roads. <br />Both of the applicants have committed to maintaining existing trees 12" DBH and larger. <br />Both of the applications indicate that where excavations do not encounter soil, the <br />applicant will not attempt revegetation of the remaining talus surface. However, where <br />excavations encounter soil, vegetative growth medium will be salvaged and stockpiled for <br />reclamation purposes. Revegetation efforts shall include: scarification of compacted <br />subsoils, topsoil redistribution, hand broadcast application of the seed mix recommended <br />by the Colorado Division of Wildlife, hand raking seed into topsoil, application of weed free <br />straw mulch at 2 tons/acre and crimping mulch into soil. <br />DMG monitors permitted operations with periodic site inspections. DMG inspection topics <br />include success of revegetation efforts and weed control efforts. The performance <br />standards for revegetation require establishment of a diverse, effective, and long-lasting <br />vegetative cover that is at least equal in extent of cover to the natural vegetation of the <br />surrounding area. Statute requires that operators post a bond with DMG which covers the <br />cost of reclamation. DMG cannot release the bond and terminate the permit until the <br />operator has satisfied all performance standards of the Act and Rules. <br />
