Your subsequent letter dated Febmary 14, 2002, <br />described the pond as being properly maintained and operated prior to the rain event. Temperature charts were included <br />indicating that the sampling event occurred within 48 hours after the rain event. <br />The sampling event was conducted on October 11, 2001 at approximately 10:00 a.m. for Outfa11012A. At which time, <br />approximately 0.88 inches of precipitation was recorded on your temperature chart. A ten-year, 24-hour event at Seneca Coal <br />Mine is 1.40 inches. Your sediment ponds are designed to contain a 10-yeaz/24-hour precipitation event.
