INTRODUCTION <br />i • <br />The purpose of this report is to summarize data collection, analysis <br />and findings of a study of traffic associated with the expansion of coal- <br />L <br />mining activities by Colorado Westmoreland Inc. (CWI) near Pa onia, Colo- <br />r <br />rado. In particular, traffic impact was assessed with regard to highway <br />capacity and noise and air quality, especially on State Highway (SH) 133. <br />The safety of the truck-haul operation was also investigated. <br />~J Data were collected in September and October, 1480, to establish the <br />r^ <br />present-day traffic operation. 1980 traffic data for SH 133 and SH 187 <br />„_ were obtained from the Colorado Division of Highways (CDOH). Seasonal <br />:_. factors and growth factors were also obtained from CDOH. <br />-• An assessment of noise and air quality impacts was made by Impact <br />r- <br />Environmental Consultants, Ltd., Denver, Colorado. Their report is <br />inc]uded in its entirety as a separate section of this report. <br />~- <br />f <br />~' CWI began operations of the Orchard Valley Mine north of Pa onia in <br />f'~` <br />December, 1976. Presently, CWI mines approximately 700,000 tons per <br />r- <br />i year (TPY). CIJI proposes to increase production to approximately 1.3-million <br />`. <br />TPY in the year 7982. <br />Figure 1 is a map of the study area showing oertinent features mentioned <br />in the report. A primary concern of this study was the 0.95-mile section of <br />SH 133 between the intersection of Stevens Gulch Road and the storage silos <br />• and train loadout to the east. <br />-1- <br />
