emission limits (which are more strict than EPA limits). Model
• emission levels are based on data from operating trucks
throughout the country which are not so stringently maintained.
With increased production, trucking is scheduled to increase during
f
evening hours. During evening operations, drivers should be instructed
to minimize excessive acceleration and use of the "joke" brake. Since the
4. trucks are equipped with retorter brakes, this should be facilitated.
I~"
~.
i.
L.:
In summary, conservative model predictions indicate that increased
r
~ production at the Orchard Valley Mine will result in a slight (3 to 4 d6)
~ increase in Ldn noise levels in adjacent areas. At no residence will the
65 dBA standard adopted by many agencies be exceeded. Efforts should be
;-• made by Savage Brothers drivers to minimize noise emissions during evening
hours.
F':
AIR QUALITY
k„
~ In 1977 an analysis of the air quality impacts of the Orchard Valley
Mine operation was prepared far Thorne Ecological Institute by Marlatt and
Associates. The results were documented in the 1977 report "Climate and
Air Quality Baseline Analysis and Impact Evaluation for Colorado Westmoreland
Inc.". In that report, the authors indicated that there was a need to assess
~;
L• operational impacts on total suspended particulate (TSP) concentrations only.
r' They also concluded that at a 650,000 tan per year production level that the
~J Colorado Westmoreland operation significantly contributed to particulate
levels only within the airshed defined as upper Stevens Gulch and contributed
`• four percent or less of particulate levels in the adjacent 'forth Fork valley
- area.
-25-
