iii iii-ii~i~~~~~-i~
• INTRODUCTION ~OCDate:ly/t~/2001
Pursuant to Rule 2.08.5(2)(a) Colorado Yampa Coal Company (CYCC) is
seeking a renewal of permit C-81-071 by suhmission of this permit renewal
application. Five copies of the permit renewal application form with original
signatures are enclosed with two complete sets of the permit renewal applica-
tion document.
CYCC is seeking a permit term for mining and reclamation through 1989 and
for the remainder of the bond liability period. It should be understood that
the information included here pertains specifically to the currently approved
mining operation. No new disturbance will result from this mining. The
Little Middle Creek Tract Permit Application is being handled as a separate
revision to this permit.
As specified by Rule 2.08.5(2)(hl and CMLRD's guidelines (letter dated
March 11, 1986) CYCC is submitting a description of currently applicable
• changes to the original application. As discussed with CMLRD (subsequent to
their March 11, 1986 guidelines) this is not an attempt to rewrite the entire
original application, but to update it. As a result, not all of this material
is being submitted as replacement pages. However, it has been organized so
that all information can be readily inserted into the original application in
the appropriate locations, as requested by CMLRD. Page numbers of all permit
renewal material identify where the material is to be inserted. For example,
the Soil Stabilization Plan is numbered page 780-]29-~ through page 780-129-
6. The first two numbers 780-1.29 indicate that this section should be
inserted at this page number in the original permit application.
The original application was formatted in response to the Office of
Surface Mining (OSM) regulations. As a result, this renewal application is
also formatted according to OSM regulations. However, CYCC is utilizing a
simplified format to minimize redundancy and facilitate review. Rather than
address the performance standards separately (as done in the original
application) the revisions to responses of Section 816 (corresponding to
CMLRD Rule 4) have been incorporated into the narrative of the applicable
parts of Sections 778 and 780 (corresponding to CMLRD Rules 2.03 and 2.051.
Permit Renewal 1-1
