Box 679 <br />Loveland, Colorado 80537 <br />Phone (303) 667-2437 <br />Attn: Mr. John Eckhardt, P.E. <br />Project Engineer <br />1.1 DESCRIPTION OF THE WINDY GAP PROJECT <br />This section describes the purpose of the project, project <br />sponsor, facilities included in the windy Gap Project, and <br />the present status of the project. <br />1.1.1 Purpose and Location <br />The Windy Gap Project will provide additional water supplies <br />primarily for municipal and industrial use to north central <br />Colorado, including water users in Boulder, Larimer, and Weld <br />Counties. The entities using this water will include the City <br />of Boulder, City of Loveland, City of Longmont, Town of Estes <br />Park, City of Greeley, and the Platte River Power Authority. <br />On average, the project is anticipated to provide 40,000 to <br />50,000 acre-feet per year to these entities. <br />Project facilities include a diversion dam, reservoir, pumping <br />plant, and pipeline. The dam, reservoir, and pumping plant will <br />be located on the Colorado River just below its confluence <br />with the Fraser River, approximately 2.5 miles west of the town <br />of Granby (Figure B-2, Exhibit B). From the diversion dam <br />and reservoir, water will be pumped to Lake Granby and subsequently <br />to Shadow Mountain Lake for transmission to the Eastern Slope <br />through the Alva B. Adams Tunnel. <br />The project sponsor is the Municipal Subdistrict of the Northern <br />Colorado Water Conservancy District. The Municipal Subdistrict <br />is a political subdivision of the State of Colorado and a body <br />corporate with all the powers of a public or municipal corporation, <br />organized as a subdistrict of the Northern Colorado S4ater <br />Conservancy District by decree of the District Court of Weld <br />County, Colorado, on July 6, 1970, pursuant to the Water <br />Conservancy Act, Section 150-5-1 et seq., C.R.S. 1963, since <br />amended and now codified as Section 37-45-101 et seq., C.R.S. <br />1973, as amended. The Subdistrict has executed a contract with <br />the Northern Colorado Water Conservancy District and the <br />United States Department of Interior Water and Power Resources <br />Service for the use of any unused capacity in the Colorado- <br />1-2 <br />
