Road #27 <br />Oak Creek, Co. 80467 <br />RE: Wastewater Treatment Plant Impoundment Certification <br />Dear Rick: <br />The purpose of this letter is to certify that the Wastewater Treatment Plant ponds <br />have been constructed in accordance with SGM's design drawings dated September <br />1992. On May 26th I inspected the ponds. At the time of my visit, the first aerated <br />pond was about 2/3 full of water. The downstream embankment at that time showed <br />no signs of seeps, wetness or dampness. Further, pond #2 had approximately 6" to <br />12" of water from a previous water test. Again, the liner for this pond appeared to <br />be holding water because according to Ron Golden, the water had been in the pond <br />for several days. <br />All pond dimensions appear to be consistent with the original design drawings. <br />I have reviewed the soils testing performed during construction to verify that the <br />embankments were compacted to the specified densities. Upon review of the density <br />reports, all of the embankments exceeded the required 95% of maximum density <br />specified. In several cases the preliminary test was below the required 95°.6 but <br />further retesting was accomplished in this area and exceeded 95%. <br />As you are aware, a soils engineer worked with us to design the ponds.
