INTODUCTION -The proposal calls for the establishment of a sand and gravel extraction operation together with <br />gravel screening, crushing, washing, asphalt and concrete production. The Mining Plan Maps, within Exhibit C, <br />depict the proposed permit boundary, mining areas, site features, and other uses ancillary to the operation. <br />Activities within the site will be limited to weekday hours of 6:00 A.M. to 6:00 P.M. and will occur intermittently <br />during the life of the operation. Due to the unknown nature of the future sand and gravel needs in the Grand <br />Junction area, it is difficult to determine an exact consumption rate of the resource. However, a 20 to 25 year life <br />expectancy is considered [o be a reasonable forecast. <br />LOCATION -The site consists of 104 acres southwest of 29 Yz Road and D Road and is located in the "Urban <br />Growth" area southeast of the City of Grand Junction's core. The site is also located in part of the NW Y< of <br />Section 20, Township 1 South, Range 1 East of the Ute Principal Meridian. <br />EXISTING LAND USE -The property under consideration is comprised of seven contiguous parcels of land. The <br />entire site is somewhat irregular in shape and is 3900 feet in length north/south, and 2050 feet at its widest easUwest <br />point. Exhibit C, Sheet 1 depicts the site and it's relationship to the various properties in the area. Several mature <br />cottonwood trees are evident around the existing vacant single family structures. Ground cover in the fallow and <br />mined areas is consistent with that which is typically found adjacent to the Colorado River. <br />Topography of the property is considered to be "flat" in nature. The land slopes towards the south at an average <br />rate of one percent. Existing drainage ditches are adjacent to the propert)~s east and northwesterly boundaries. <br />The property is currently zoned RSF-R (Residential Single Family- Rural; 1 unit per 5 acres). The RSF-R designation <br />allows for gravel pit operations with a Conditional Use Permit (CUP). The City of Grand Junction Planning <br />Commission unanimously approved the issuance of a CUP at their regularly scheduled meeting on October 22, 2002. <br />SURROUNDING LAND USE -The surrounding land use in the vicinity of the subject property is considered to be <br />of moderate to low intensity. A study of the surrounding land uses generally includes all of those properties <br />adjoining the subject site consisting of a total 286 acres. 25 individual parcels were studied and indicate that the <br />predominate uses include; single family dwellings on agricultural tracts and small parcels of land all of which are <br />zoned for agricultural uses. Non-residential uses in the surrounding area include land owned by the Colorado <br />Division of Parks. Review of the Surrounding Land Use Matrix (on Exhibit C, Sheet 1), reveals that the average parcel <br />size within the study area is 11.4 acres. 60 percent of the total sites studied have single family structures on them. <br />Sand and gravel mining is occurring, or has occurred on 6 of the parcels studied. <br />ACCESS -Primary access to the property is D Road, which is a paved two-lane road and classified as a major <br />arterial. D Road is a major east/west corridor which affords access to 32 Road (State Highway 141) and 30 <br />Road, which also provides a link to I-70B. Access to the Grand Junction core area is gained by the utilization of <br />South 9`" Street. A secondary access point to the property is also available from 29 Yz Road, and is currently a <br />graveled local street. In 1997, Mesa County conducted traffic counts on D Road in the vicinity of the subject <br />property. 4,200 trips were measured a short distance east of the site. The County projected that the number of <br />trips at that location would increase to 10,300 daily trips in 2010. <br />Revised October, 2002 <br />
