U <br />Section 816.23 (b) Continued. <br />Removal of any of the proposed soil stockpiles and their subsequent <br />reatockpiling is not part of the proposed topaoiling plan and will <br />not be done. The stockpiles will only be moved for redistribution <br />on a regraded area. <br />Rerr"Tipple 'Area <br />Temporary stockpiling of this soil will be for a period of days <br />only. The soil will be placed in a arable area away from wet <br />areas. No other measures will be necessary before redistribution. <br />Marr Mine-Area <br />Stockpiles within the Marr Mine Area have been placed on stable <br />areas within the permit area and will not be disturbed until neces- <br />sary for redistribution. The additional protection measures des- <br />cribed above for the Kerr North Area will be implemented as appro- <br />• priate and necessary. <br />Section 816.24 Topsoil: Redistribution. <br />I~ <br />(a) After final grading and before the replacement of topsoil and other <br />materials segregated in accordance with Section 816.23, regraded land <br />shall be scarified or otherwise treated as required by the regulatory <br />authority to eliminate slippage surfaces and to promote root penetra- <br />tion. If the person who conducts the surface mining activities shows, <br />through appropriate tests, and the regulatory authority approves, that <br />no harm will be caused to the topsoil and vegetation, scarification may <br />be conducted after topaoiling. <br />Rerr"Pfine"Area <br />To prevent slippage surfaces and to promote root penetration, the <br />overburden will be scarified through a rough grading prior to <br />topsoil replacement. This practice assures a solid bond between <br />the overburden and reapplied soil. <br />816-23 <br />
