groundwater monitoring plan to include baseline data and ongoing groundwater <br />monitoring if necessary as specified in Condition #1, described below. <br />29. The Board, having considered the evidence concerning potential impacts to the area's <br />hydrologic balance, and at the recommendation of the Division and with the Applicant's <br />concurrence, has determined to add Condition #1 that requires submittal of a technical <br />revision containing a groundwater monitoring plan prior to any blasting, earthmoving, or <br />excavation activities at the site- The technical revision application must contain plans to <br />install at least one groundwater monitoring well up-gradient and one down-gradient from - <br />the proposed quarry. The condition requires baseline monitoring and testing for a variety <br />of elements and conditions. <br />30. With the proposed grotmdwater monitoring condition, the weight of the evidence <br />demonstrates that the Applicant has met the minimum requirements of Rule 3.1.7. , <br />31. Issue 7(I}, Description and Expected Impacts to Gamc and Non-game Resources <br />(Rule 6.4.8 -Exhibit II). The Applicant contacted both the Colorado Division of <br />Wildlife ("CDOW") and the United States Fish and Wildlife Service ("5ervi~e") to <br />confirm the presence or absence of endangcrtcl or threatened'specics, or other species of <br />concern on the site and its vicinity. 'fhe Applicant received no wririen comments from <br />the CDOW. The Applicant received a letter from the Service dated September 15, 2005 <br />in which the Service recommended measures to be taken to mitigate seasonal impacts and <br />to conduct biological monitoring. The letter stated that while species of concern aze <br />known to occur in Gilpin County, the Service had no specific knowledge suggesting their <br />occurrence on or use of the project site.
