Box 1240 <br />Leadville, Colorado <br />May 19, 1977 <br />This letter is to further explain the necessity for haste in the <br />acquistion of a permit to allow the production of bedding material <br />for the Mt. Elbert Conduit required by the specifications of the <br />Bureau of Reclamation. <br />80461 <br />The location of the project is near Leadville, Colorado. The ele- <br />vation of the project is approximately 10,000 feet above sea level, <br />which creates very short working seasons of approximately five months <br />per year due to freezing conditions. The determination of the five <br />month working season is derived from the weather charts of record <br />for this area. The entire project is affected by the freezing con- <br />ditions but particularly the compacting of the bedding material. It <br />is necessary to add water to the bedding material as it is placed and <br />if the temperature is below freezing it makes it impossible to com- <br />pact the bedding material to the specified density. <br />The contract time allowed by the Bureau of Reclamation is 3 years, <br />which allows Kasler-Woods 15 months of working time to complete the <br />project. <br />The construction of Mt. Elbert conduit will furnish one of the final <br />links required to complete the collection and conveyance system which <br />will divert western slope water to the Arkansas River basin of eastern <br />Colorado. Halfmoon diversion adds east slope water to the system. The <br />water from this system will be used for municipal supply, irrigation, <br />and power production. The work is located south and west of Leadville, <br />Colorado, in Lake County. <br />
