• (6) Restrict activities which cause fugitive dust during <br />periods of air stagnation. <br />(7) Extinguish areas of burning or smoldering coal and <br />periodically inspect for buringin areas whenever to <br />potential for spontaneous combustion is high. <br />(8) Reduce the period of time between initially disturbing <br />the soil in any particular area and revegetating or <br />implemention of any other surface stabilization in that <br />area. _ <br />An air monitoring program was initiated March 2, 1980. ~ - <br />The system consists of 4 Model GMWL 2000H high _-~ <br />volume air samplers. Two samplers are located at the <br />mine site and two relocated at the coal loadout facility. <br />At each location the air sampler is situated upwind and <br />downwind of the sampling area (Exhibit A, Exhibits <br />• Volume I) . <br />The monitoring plan was reviewed by Scott Miller, air <br />pollution specialist with the Colorado Department of <br />Health. The monitoring will continue for 1 year and <br />results will be reported quarterly. <br />The sampler is run 24 hrs every 4 days according to <br />the Colorado Department of Health Hivol air sampling <br />schedule. Preweighed filter papers collect the sus- <br />pended particles and are changed every 4 days. The <br />filter is then placed in a desicater in order to dry it <br />and bring it to equilibrium. The filter is then weighed <br />and total suspended particulates are calculated after <br />determining the average rate of air flow. <br />The construction of the air monitoring platforms in- <br />. wolves only minimal disturbance to the undisturbed <br />ground. The air monitors are placed on plywood <br />platforms bolted to poles approximately 10 in. in dia- - - <br />meter. The platforms are located about 10 feet above <br />
