Mountain Coal Company L.L.C. <br />West Elk Mine <br />United State Forest Service (USFS) <br />Accidental Ignition Emergency Plan <br />(Fire Prevention and Suppression Plan) <br />Gunnison Nafional Forest <br />Mountain Coal Company L.L.C. herein shall be the "Operator" <br />Purpose: The Operator maintains and operates equipment and is currently requesting permission to drill <br />Methane Drainage Wells on USFS Lands situated in Gurnison County, Colorado, in the Gunnison <br />National Forest. MCC has responsibilities for fire prevention and suppression regazding previous Findings <br />of No Significant Impacts (FONSI) and Decision Notices (DN). The purpose of this plan is to implement <br />the provisions of the USFS documents and to establish a fire prevention and suppression plan. <br />1. Operator will do everything reasonable within its power and shall require its employees, <br />.contractors, and employees of contractors to do everything reasonable within their power, both <br />independently and upon request of the Forest Service to prevent and suppress fires on or near the <br />lands to be occupied under this plan. In case of fire suppressed by MCC, the operator shall report <br />its occurrence to the Forest Service immediately. In order to complete this contact, the USFS <br />Montrose Dispatch at (970) 249-1010 or the USFS Paonia District Office at (970) 527-4131, will <br />be called and otherwise notified. MCC is responsible for all suppression costs for any fire <br />resulting from his operations or those of his contractors or subcontractors. <br />2. Operator is responsible to insure that each employee, subcontractor, or any other individual or <br />company working on the project site is aware of the provisions of this fire prevention and <br />suppression plan, is familiar with the location and proper use of fire fighting equipment, and <br />conducts themselves in a fire-safe manner. <br />3. No material shall be disposed of by burning in open fires during the closed season established <br />by law or regulation, or during periods of high to extreme fire danger, without a written permit <br />from the Forest Service. Additional restrictions may apply depending on forest conditions (i.e., <br />Stage 1, 2, and 3 restrictions). <br />4. Exhaust systems of vehicles shall have an acceptable muffler and shall be in proper working <br />condition. All motorized equipment and machinery shall be equipped with spazk arresters. <br />5. Fire extinguishers: Type ABC : One 201b. per pickup, and one 201b. per each drill rig & <br />trucks over 1 T. GV W. One 201b. per dozer, motor patrol, scraper, or other Earthmoving <br />equipment while in operation. <br />6. MCC shall provide a fire box trailer complete with 4 each-axes, 4each-long-handles shovels, 4 <br />each-picks, and 4 each-5 gal emergency water. <br />7. Vehicles and earthmoving equipment will be pazked only in disturbed areas. <br />8. Smoking is allowed only in enclased vehicles and enclosed cabs of earthmoving equipment on <br />USFS Lands. <br />
