Rule 6.3.3 Exhibit C- Mining Plan <br />Soils: Please provide an estimated depth to which soil, suitable as a plant growth medium, will <br />be salvaged for use in the reclamation process. This description must be consistent with <br />information provided in Exhibit B. Sufficient soil must be salvaged to meet the vegetation <br />establishment criteria of Rule 3.1.10. Please note that topsoil and overburden should be <br />segregated. <br />Overburden: Clarification on the application statement that no overburden will be removed. It <br />should indicate that overburden will be removed from the ground to access the cavity bearing <br />pegmatite, but no overburden will be removed from on-site. <br />Roads: <br />1. Please specify the dimensions and location of any existing or proposed roads that will be <br />used for the mining operation (Rule 6.3.3(1)(g)). Please describe the dimensions of the <br />existing logging roads (un-maintained, non-system Forest Service roads), and `walk in" <br />areas (semi-roads that will be used primarily for accessing the mine sites), but not the <br />Forest Service system roads. <br />2. Specify which of the mines sites have road access, and for the sites that do not, specify <br />the distance and approximate slope to the site from the road that will be used to access <br />the site access. <br />3. At the non-road access sites specify what equipment will used at the site. <br />4. Specify the anticipated extent of soil and plant impact from "walking in" the equipment <br />to the non-roaded site, and what steps will be taken to reclaim those areas. <br />5. New or improved roads must be included as part of the permitted acreage (Rule <br />6.3.3(1)(g)). Development of new roads or significant improvement of existing roads <br />other then ones included in the mine permit area would require a modification to the <br />Division reclamation permit, and likely additional Forest Service approvals. However <br />the Mineral Rules definition for "affected lands" states that ... Affected land shall not <br />include off-site roads which existed prior to the date on which notice was given or permit <br />application was made to the office and which were constructed for purposes unrelated to <br />the proposed mining operation and which will not be substantially upgraded to support <br />the mining operation...(Rule 1.1(4)). Please comment on the roads to be used in the <br />mining operation with respect to the above road definitions. <br />Affected Area: Please note that all mine operations including camping, working pads, and other <br />disturbed areas aze considered part of the mine operations and need to occur within the permitted <br />mine boundary. <br />Hydrologic Balance: <br />1. This site will potentially have stormwater runoff that may contain sediment from the <br />mine site. The likelihood of offsite damage due to stormwater runoff is exacerbated <br />because by the Hyman Fire, and existing mining pits. Please describe the stormwater <br />best management practices (BMP) that will be carried out to avoid possible negative <br />offsite stormwater impacts. <br />Rule 6.3.4 Exhibit D- Reclamation Plan <br />Reclamation Costs: Please comment on why the cost estimate for the reclamation is based on <br />only a partial reclamation (12,000 sq ft excavation, and two prospect pits). Note that the <br />Operator will be required to bond for the reclamation of the entire disturbance (Rule 4.2.2(2)). <br />
