Alluvial Valley Floor. At the time my September 16th letter xas written <br />I did not have available a definition of alluvial Valley Floor being used <br />by Colorado Mined Land Reclamation people. However, I xas able a fex days <br />later, to obtain a copy of the OSM definition from Rocky Beavers at'OSM Sn <br />Denver. Today I xas able to obtain a copy of the Colorado Mined Iand Reg- <br />ulations as an additional reference. <br />I believe the OSM definition of an AYF (PL 95-87, 701 (1 )) supports my <br />assessment of September 16th regarding the negligible agricultural and <br />agronomic potentials for the site. <br />a). Nidth and area. An undisturbed valley floor area above the mine is <br />about $0 £oot in width more or less. It is typical of the inter- <br />mittent, generally dry stream beds along the foothills here. There Ss <br />no evidence of, or rater available for sub-irrigation or flood Irrigation <br />agricultural activities, nor are there any agricultural rater rights on <br />this stream. The stream may flow for a fex days each spring if there is <br />some snow to melt. Otherwise the only flow Ss from flash rainstorms in <br />summer. <br />The valley floor where the mine activity nor is was about 90y6 previous- <br />ly disturbed when I first visited the site in February 1979. The valley <br />floor is small, much less than 10 acres, which I understand to be the break- <br />polnt,(ie. acres less than 10 acres not applicable). <br />b) Existing vegetation along the undisturbed stream consists of scattered <br />Cambel oak and plants typical to the Gravel Breaks site, ie. sand dropseed, <br />western xheatgrass, penstemon, and annuals. The plants are not typical of <br />sub-irrigated conditions. <br />c) I have made several visits to the mine area during the past two years- <br />and made another such visit on October 7, 1980. Mr. Carl Meyers of Florence, <br />Colorado also went with me on October 7. <br />., <br />Mir. Meyers is a member of the Fremont Soil Conservation District Board <br />of Directors and has previously served as a County Commissioner for Dor- <br />chester site area during the early 1970'x. He is familiar with the area <br />and the roads and drainages, having lived at Florence since 1940.
