<br />FILE M-94-103 <br />BOB OSWALD <br />PAGE 2 <br />Once reclamation is completed on the east pit, water will no longer <br />cause problems and no dewatering now or then is expected. The <br />first action to be taken in regards to reclamation is placing some <br />of the gravel in that lower sump to fill in the low spot. <br />Costilla County will begin immediately reclaiming the est pit and <br />if a mining permit occurs at that time, there will be concurrent <br />reclamation. No other concurrent reclamation is expected. <br />EXHIBIT D - Reclamation Plan <br />There is not enough topsoil on site to attain adequate range <br />vegetation. At this date there is no future post-mine land use, if <br />this requirement changes, a technical revision will be requested. <br />All disturbed areas will receive topsoil, will be seeded, and <br />amendments will be attached as needed. All topsoil once placed <br />will be tested for needed amendments. <br />Costilla County hopes that by adding sand and gravel to the dump <br />and then covering with topsoil, the dump will no longer be there. <br />All slopes are to be 3:1 or greater. <br />No roads or ramps will remain, there will be no purpose served by <br />leaving them in . <br />One large pit will be left to reclaim, no backfilling will occur. <br />Only the east pit may be reclaimed concurrently or before mining. <br />Because very little topsoil is available, only 8" of topsoil will <br />be placed for reclamation. This topsoil will then be dumped into <br />the pits and onto the slopes and then graded with a dozer or <br />grader. <br />The east pit will not be mined further. <br />The topsoil already stockpiled onsite will be used to allow a <br />sufficient growing medium for the east pit. This soil will be <br />tested for the needed amendments which will be added. The <br />equipment grading the soil will compact the soils, the seed as <br />approved by the NRCS will be broadcast seeded rather than drill <br />seed. Because the area will be broadcast seeded; recommended <br />seeding mixtures (see attached NRCS report) will be doubled. <br />
